She needs to check with whomever the car belongs to and have them contact whoever the leinholder to the car is (bank, finance company etc.). Most of them will tell you where the car is and give you a number to contact them. They probably will charge a fee to get any personal items out of the car. The police can't help becasue the car was repossed, and you know that so the property isn't really "stolen". Where I live, they will only hold personal items for 30 days. Hope this helps ... Good luck
no the police dont have to be notified

Generally speaking, no.
You're talking about the repossession agent, not the car company or dealer. And no, they have absolutely no authority to detain you. If they try this, file a police report.
You can buy repossessed automobiles in the U.S. through many county auto auctions or police auto auctions. Check with your local courthouse or police department to find the next auction.
The local police or the lender can tell you who has the car.
Maybe not a police officer but the Childrens Services may.
There are certain strict procedures that an automobile repossessor must follow when he is repossessing your car. The repossessor must notify the police that such vehicle is being repossessed, you did before or after the repossession has occurred. In either case, the police should know right away that the vehicle was repossessed. If this is not the case, then the vehicles like to have been stolen.
It depends on the reasons the car was repossessed and what the local laws are. If the car is being held as evidence or to be processed for evidence, it can be held as long as it is needed.
Yes, a car can be repossessed even if another car is in front of it. The person in charge of repossession the vehicle can call the police to help them get the car.
