More than likely the blend door has or is about to break off. Common problem on '98-'04 grand cherokees. A full explanation is offered on a website called heatertreater.net . Very useful. Pictures and videos show the problem quite clearly.

Check Fluid levels first if you do not have enough coolant you wont get heat.... you could have a clogged up heater core or a baffle door is not functioning properly.... same for the AC with the baffle door... top off the refrigerant for the AC if you get the heat working and the AC still won't work properly

Can be a thermostat stuck open. Replace the thermostat and service the cooling system. Can also be a heater control valve malfunction.
