replace the horn... they are simply a relay (of sorts) that vibrate and create your horn sound. more than likely, it has been corroded (rusted) since they are made out of cheap mild steel. it could also be clogged and jammed full of road salt and debris. the quickest, cleanest, and simplest way of fixing your problem is to reaplace the horn. they are no more than $20 from your local auto parts store or Walmart.
