Your power supply will fluctuate small amounts without you even noticing. But when the lights start dimming then you could be getting into the amount of fluctuation that can cause damage. Since you said your neighbors house dims when your a/c comes on, (you must have a huge a/c!) I would wonder if both houses are wired to the same transformer at the road (from the power company). You need to run power straight from the battery to the compressor. If is still does not engage then you need to replace the compressor and clutch, they are dead. If they do engage, then you have a wiring or computer issue.
