If all else fails, drive a long screwdriver or strong rod of some kind completely through the filter, far enough away from the block to avoid hitting the filter mount. Use the screwdriver or rod to start turning the filter counterclockwise. This procedeure may have to be repeated a few times before the oil filter will start to turn freely.

If I was to make a guess, I would say if you have not tried backwashing the filter, then it is time to change the filter media inside the filter.
This filter crosses over to a Wix 51344 or a Fram PH3593A. It is shorter than the Kubota filter. I have not tried it!
Been there, at the parts store they have an adjustable filter wrench, or more appropriately pliers that will do the job nicely, they look like a very large set of slip joint pliers.

That may help. Sounds to me like a chemical problem. Pool water a teal color - sounds like a pH and/or an alkalinity problem. Have the water tested at the pool store. Didn't the pool store recommend running the filter longer???? hmmm. Do you have a sand filter or a D E filter. A sand filter will take longer to filter out the debris and algae than that of a D E filter.

Use a Quality Filter WIX # 51348. Also when changing the filter's make sure the old filter gasket comes off with the filter and is not stuck to the engine block.
