grounding. Almost always an inadequate ground for one or other the light assembly or most commonly the ground between trailer and tow vehicle (tongue ground is not enough) - inadequate ground can work with low current loads and behave as if dead circuit with the higher load of additional lamps.
check for power at the trailer connector.
The bulbs should be checked on a 1993 Dodge Dakota if the taillights are not working. The plugs on the trailer package should also be checked to make sure that they are working.
If both your left and right trailer signals blink at the same time there is something wrong with your wiring harness.

under the hood you should find a small 10A or 15A fuse. There is a separate fuse for the trailer turn signals.

The 1998 Lincoln Navigator trailer turn signal fuse will be in the fuse box. The trailer turn signal fuse will be one of the auxiliary fuses at the bottom of the second column.
Check your ground wire, all the lights must be grounded back to the vehicle.
OK, if the left turn signal light flashes on the trailer when you hook it up I would pretty much think it has to be the bulbs or sockets are bad in your truck. I'd put a new bulb in and seee what happens before anything else. If no help, pull one of the bulbs and put a test light in there and see if it flashes.
There are about 5 fuses for the trailer harness, Trailer Back up,Trailer left turn, Trailer right turn, Trailer Brake, and Trailer hazards. They are located in the underhood fuse box on the Drivers side of your motor. On my 2003 Silverado, the Trailer left/stop and Trailer right/stop fuses are located in the fuse panel just inside the driver's side door. (Not sure about the trailer brake or hazard fuses.....I wasn't having problems with those :). There is one additional fuse for the trailer harness. The 15A fuse for the trailer running lights is located in the fuse panel under the hood, next to the battery. The fuse is labeled "Trailer Park".
