I had the same thing on my 2000 Crown Vic PI and it was the motor.
your multi function switch is more and likely going bad
Wiper motors have an internal switch that keeps the wiper running until it gets to the "park" position. Sometimes the internal switch fails and the wipers keep running, never sensing the park position. When that happens, you'll need to replace the wiper motor.
You probably have a faulty multi-function(turn siganl) switch.
The wipers motor has a tendency to become filled with water and short out the internal computer board causing it to malfunction.
if you have not done anything to the wipers before this poblem occured you more and likly have a bad motor check all speeds if they all work you can be sure the switch is good
The 1992 Ford Crown Victoria has the most common U-Hook wiper blade arm attachments. You press a button or tab and pull the wiper blade out of the hook. See Hook Arm Attachment Videos below...its a very easy install.

The 1998 Ford Crown Victoria windshield wiper relay switch can be found on the firewall in the engine compartment. The windshield wiper relay switch will be on the passenger side of the firewall.

No. There is not a "fuse" for the wipers. There is, however, a "circuit breaker" located in the fuse box under the the driver's side of the dash. Part # D9AZ 14526C.
You pick up the wiper blade as far as it will go WITHOUT forcing it-Look where IT connects 2 the piviot (OR) car-there is a very small lever @ the base-PULL it AWAY from the Piviot POINT (car) maybe 1/2 inch & let the wiper back toward the windshield-when it stops wich will be B 4 it touches the windshield - U will B able 2 POSITION the ARM whereEVER U want. If the wipers are not parking correctly, you may simply need to replace the wiper motor. The wipers park when the motor runs backwards after the main power is cut off, and sometimes the switch gets broken inside the unit.

Your car has automatic headlights and will come on automatically when you windshield wipers come on. Sounds like your wiper control module or your multi-function switch is malfunctioning.Check your windshield wiper galley for leaves and other debris. If the galley is clogged it will over flow and leak down into the whiper motor and cause it to malfunction especially when the engine is warm.Next check your multi-function switch remove the cover from the steering column and unplug the wiper control plug. Run your engin to reproduse the problem. If the problem persists your wiper control module will need servising.

Had that problem 02.25.09 & fixed the problem. On the firewall you will find a plastic compartment which houses the motor and arm assembly. The cover is plastic & has three snap connectors. Mine was FULL of dirt & leaves & other junk! After cleaning out all the junk not suppoed to be there, my wipers now park in the down position as they are supposed to. I did spray a little WD40 on the moving parts as well.

It is under the plastic cover right below windshield. YOu have to remove retaining clips.
