This symbolizes that Holden wants to keep kids in their innocence and prevent them from having to deal with maturity and the pains that follow it. This in turn shows that Holden can't deal with growing up.
Holden means that all mothers think the best for their kids, even if their child is clearly not an angel. He also means that all mothers will do a lot for their children and can be very protective.
