the opposite charges attract each other


When they meet as 'particles' the charges would cancel each other out, or 'annihilate' each other, which may be seen as closely equivalent to 'destructive' wave interference (1 peak + 1 trough = smooth surface)

they are attracted to each other, just a fact of nature, if you are talking about chemical reactions then a 1- atom and 1+ atom form with a 1:1 ratio like NaCl and a 2- atom and a 1+ atom form with a 2:1 ratio like NaO
