If you mean the fuel sending unit for the dashboard fuel gauge, the sending unit is in the fuel tank along with the fuel pump. They are usually replaced and the fuel tank must be removed to replace them. It can be expensive, around $400 and usually includes a fuel pump replacement as well, since the cost to remove/replace the tank is high. It's about a 2.5 hour job. Fuel pumps are around $78 at Auto Zone or $136.00 for a Bosch pump. Not sure what the sender costs. The key factor is if the 20 amp MAXI fuse for the fuel pump circuiit in the fuse box under the hood on the passenger side inner fender is blowing out. If it is you have either a short in the wiring harnes, a grounded fuel sender or a defective fuel pump. If you know for sure it is the fuel sending unit you can bypass this device and use the trip odometer to monitor distance so you know when it is time to fill up again. On the top of the fuel tank, which is vertically mounted just ahead of the deepest part of the trunk, is the plug for the fuel pump/sending unit wiring harness. If you can access it, it is easy to unplug. If you decide to do this - remove the spare tire first. There is a rubber grommet under the tire and the fuel pump sending unit wiring harness goes through this. Carefully pull out the grommet. Go under the car and find the other end. Using a screwdriver, VERY CAREFULLY release the plug retainer on the top of the pump assembly. Pull the harness up through the grommet opening. Open the harnesses plasic wrap. Find the yellow wire with a white tracer. This is the power lead for the fuel sending unit. Before the grommet, so that you can still see it when the grommet is reinstalled, cut the wire. Tape it back so it won't interfere with anything. Carefully reinstall the harness. This will cause your fuel gauge to always read super full and will deactivate the power to your fuel sending unit. But, it can temporarily save you an expensive repair bill. Do not do this unless you are absolutely sure the sending unit is defective and the pump will operate normally.

Have to remove the fuel tank. It's in there.
Remove the fuel tank and then the sending unit. The fuel pump is on the fuel sending unit bracket.
It can. But likely you have a short in the system.

The fuel pump on a 2001 Ford Crown Victoria is located in the fuel tank. It pumps fuel directly from within the tank for maximum efficiency.
Low fuel pressure, clogged air filter or off timing can all cause rough running. There could be sensor issues or more serious engine internal problems.
the fuel pump on the crown Victoria is located in the gas tank and if replacing it you have to remove the tank to get to it...Dennis Sison
