i had same problem on my 94 cutlass supreme...long story short, it was the ignition switch. $300. at shop.
Put a jumper wire across the terminals on the switch if the lights work (with ignition switch set to "on" position) switch is defective

unhook neg battery cable then wait 10 mins for disgarge of capaciter then proceed to change ignition
you will have take the air bag off if equipp the steering wheel turn signal switch and lock plate
