Our 2004 Saturn Vue hood release can be opened (if the cable is not broken) by disconnecting the cable from the back of the release lever, grabbing the ball on the end of the cable with some large pliers ("channel locks") and pulling hard. A metal "wire keeper" bracket clamped to the cable end under the hood to serve as a spacer and the release lever works.
If the cable release is broken for the hood on a 2002 Kia Spectra, a person could crawl under the car and see if they can locate the broken part of the cable. If it is still attached to the hood, they could pull it to trip the hood latch. Otherwise, the car will have to be put on a hoist, and a long pole used to trip the hood latch.

If the cable isn't broken then you shouldn't have any issues opening the hood...

look under the dash and find the broken end peel the case back until you can grab the broken piece with vicegrips then pull someone pushing down on the front of the hood will help release it do this all at the same time

If the hood cable is broken on a Geo Prizm, the only option is to open the hood from underneath the vehicle. It is best to put the car up on a hoist and use a pole to trip the hood latch.
