From my Experience most of the time its a fuse that is blown. The dashboard and tail lights run off the same fuse
Check fuses? Could be a bad headlight switch/ Could be an open in dimmer rheostat?

The rheostat on the headlight switch is bad.
Brake lights and turn signals are on a separate circuit from the tail lights. Tail lights are on the same circuit with the dashboard lights. If the dashboard lights aren't working either, check the fuse. If they ARE working, check the headlight switch.

What year and model? Under what conditions? The dash lights are designed to stay on in certain models. Saab 900s from about 1987 on will have dash lights come on any time the ignition switch is in the ON position, whether or not the headlight switch is turned to ON.

I would start with replacing the head light switch
I had a similar problem with my S70 and discovered the headlight switch was defective. The switch had actually begun to separate causing the contacts for the tail lights not to make contact. Try having someone observe the tail lights while you push on the headlight switch. If the tail lights begin to work, replace the headlight switch.
Turn the headlight switch on and press it in.
