I have the same problem with my 1999. The tail lights as well as the interior instrument panel and the license plate lights are all not working.
The fuse for the fog lights in a 1993 Ford Ranger is located in the fuse box. The fuse box is located under the hood, or under the driver side dash board.
Check fuse # 3 , that is a 15 amp fuse for your parking lights if all 4 don't work
On a 1997 Ford Ranger : Open the drivers door , and IN the end of the dash you will see a removable plastic fuse panel cover ( the fuses are behind the cover )

open the tailgate take out the light and look for a fuse or check your owners manual and your fuse box.
