Most headlight circuit breakers are located in the headlight switches. Headlights are on a circuit breaker automatic reset so headlights don't go out if there is a problem and will blink on and off to get you off the road safely until you can fix the problem. Look for a short in the wiring between the headlight switch and the headlights themselves.
Make sure the brightness knob isn't turned down too far. When the headlights are off, the instrument panel is lit by an automatic system that assumes it's daylight and gives the panel a lot of illumination. When you turn on the headlights, it changes to the system used in most cars, which depends on where you set the brightness control, which is located somewhat near the leftmost vent.
The headlights on a 1997 Ford Explorer XLT is adjusted using screws behind the lights. One is located on the top and side to allow for full control.

If you are referring to the shift position indicator located next to the shift lever - YES, it is supposed to be illuminated when the headlights (not the DRL's) are activated.
Multifunction switches are located in the steering column. It's the turn signal, cruise control, headlights, wiper, etc lever. In different vehicles they have different functions.
