On my '97 it's under the dash, incorporated into a control assembly which cannot be repaired. You have to replace the whole assembly and it's expensive. Look under the dash just the the right of the steering column and find a small black box, about 5 inches square and about an inch and a half thick. If yours is the same as mine, that's it.

No they are not. The hazard flasher should be located in the fuse panal. While the turn signal flasher is located behind the dash near the AC controls. Can be a pain to find and replace.
