The federal government, in the United States, includes the President, Vice-President, Congress executive departments, etc. that represent the entire nation. Power to the federal government gives these branches authority, superseding the authority of state or local government.
The federal government is separated into three parts: the legislative, executive, and judicial branches. The legislative branch is further split into two more parts, the Senate and the House of Representatives. There is no one entity in control of the federal government.

Actually, to be accurate, the original government agency was called the FRC-- the Federal Radio Commission, and its creation was championed by then-President Calvin Coolidge in 1927. (The agency officially changed its name to the FCC, the Federal Communications Commission, in 1934.)The FCC was created in 1934 under Franklin Roosevelt. It superseded the Federal Radio Commission which was begun under Calvin Coolidge in 1927.
Coolidge believed in a government that restricted itself to the duties specified in the Constitution for the federal government. He did not try to expand the government into new areas with new agencies created to handle them.
