It didn't actually break down. The system we have and the system back then is still the same! The problem was that there were no allowances or precepts for the seperate balloting for President and Vice-President (hence the need for the 12th Amendment) in the Constitution. The Constitution is very clear about ties in the electoral college (it goes to the House of Representatives) but there was nothing in there about what had happened (Jefferson getting 73 votes and Burr getting 73 votes--but Jefferson was running for Pres and Burr was running for VP). Since there wasn't seperate balloting, and in the past up to this point, the guy who came in second place became Vice-President anyway, they thought that since they had the same number of votes, that it was for the top job vs second place. To break that tie, of course, it went to the House of Representatives. In this particular instance, they voted 35 times in the House to try to break the tie, but finally, Alexander Hamilton swayed the voting to Jefferson, and on the 36th vote, Jefferson became the 3rd President of the U.S. As a result of this (and some other things), Burr will eventually kill Hamilton in a duel.
