If the evidence presented to the Grand Jury by the Prosecutor's Office supports the allegation that more than one person was involved in carrying out a criminal offense, then the GJ canindict those involved as co-conspirators.

It is tasked with developing and implementing the foreign policy of the United States, fostering diplomatic relations with other countries, and representing the United States in international organizations and negotiations.
