Anarchists.

In response, this simple answer is not entirely the whole of it. No matter who thinks there should be no government, they still have an ideal government they would like to have and will seek followers. This is human nature. Ask anyone who says there should be no governmental system at all why. Due to the overly simplistic nature of some human behaviors, that person will automatically begin to tell you how they see the country being "run" whether or not they use that word. Anarchists are actually usurpers. They are the ones that have the most tendencies to speak about overthrowing the government and putting an end to the oppression. These are the people that feel they need to squelch the government's power and place it back into the peoples' hands.
