Divine Right or Theocracy both have the idea that the right to rule is given by god.
It is considered to be a "God given right," whether or not you believe in God, to be able to run your life in harmony with everyone else, and not have a Big Government telling you how to run your life.

The king was considered to be appointed by God, or chosen by God. As such, he had a "divine right" to rule. If the king was appointed by God, then his will was also God's will. - The Divine Right of Kings is a theory of government the King's power is absolute.
I heard on a radio program that the basis of American rule is in the citizens of America who have God-given freedoms which are not given to them by any government. And the people just loan power so to speak to the government.
