An oligarchy is a form of government in which all power is vested in a few people or in a dominant class or clique. The people in charge have a large amount of land , family has power , or the can have a large amount of money. Sometimes the people in charge are elected other times they are born into their positions ( if their parents were in charge at one time ).

In an oligarchy government, the noblest and wealthiest of the population vote on political matters. The word "oligarchy" comes from a Greek term meaning "few rule".

SHORT ANSWER-A group of a dominant class (the rich/wealthy), then they make all of the decisions. Then when the economy (if not rich) limit the group in government and the noblest and richest vote again.
