Another View: I don't believe that you will find that claim or guarantee written ANYWHERE in any legislation or law that has ever been passed in the US. The phrase is picked from the lyrics of a song - the US National Anthem. Songs are poetry set to music, and it is poetic license, expreessing a hope and desire that no man or nation in humankind is ever likely to achieve!

Yes, once in 1835, when Andrew Jackson was president. He hated the Federal Bank and debt and tried very hard to completely get rid of it. He didn't quite succeed at getting rid of the Federal bank (obviously) but he did succeed in having America become debt free for the first (and so far the only) time since America became its own country.
