Political culture encompasses the shared values, beliefs, and norms that shape how citizens understand and engage with political processes. Key features include the prevailing attitudes toward authority and governance, levels of political participation and civic engagement, and the collective identity of the population. It also reflects historical experiences, socialization processes, and the influence of institutions, which together inform how individuals perceive their rights and responsibilities within the political system. Overall, political culture helps to define the character of a society's political landscape.

Every culture should be sociologically evaluated according to its own standards and values, as these vary greatly between cultures. The dominant culture in a society refers to the established language, religion, behavior, values, rituals, and social customs. These traits are often the norm for the society as a whole. The dominant culture is usually, but not always, in the majority and achieves its dominance by controlling social institutions such as communication, educational institutions, artistic expression, law, political process, and business.
