It's Republican due to social issues--specifically, abortion. There are a lot of evangelicals in Florida, enough to tilt the scale to the GOP.

EDIT: Florida by registration is a Democratic state.

Even though Florida is a majority Democratic state, Florida has not just a Majority but a Super-Majority GOP legislature. It shows you just how heavily-gerrymandered the districts are in Florida.
