How do you check ignition timing in a car that turns over but won't start?

If it doesn't start, there's no way you can do it with a timing gun or any electronic device. If you suspect the car is not starting because the timing is off, you can set #1 piston at Top Dead Center and remove the distributor cap to see if the rotor is pointing to the #1 spark plug wire tower. If the rotor does not point directly at the #1 tower, loosen the distributor hold-down just enough to manually rotate the distributor until the rotor and #1 tower line up and try to start the engine - the procedure described sets the timing close enough so that the engine will start. From there you can proceed to set the timing with a timing gun or other electronic device. For lack of such equipment, and for temporary service, you can slowly rotate the distributor in both directions until you get the best "purr" of the engine.

If you don't have spark at the plugs, or at the distributor cap, the problem is probably a faulty ignition module. This is located under the distributor cap and ignition rotor. You need test equipment to check the coils, modules and pole pieces.

What do you do when your small block Chevy is out of time and won't start?

Start from scratch: Pull the number 1 plug and bump the engine over to get #1 piston to 4-6 degrees BTDC. Then take off the distributor cap and see if the rotor is pointing toward the tower with the wire that goes to the #1 plug. That's where it should be. If not, loosen the distributor clamp and slide it back. Lift the distributor out until you can turn the rotor to the spot you want then slide it back in. Usually have to wiggle it back and forth a little to mesh in the right spot. The drive gear is helical, so you'll have to mess with it a little When you get the rotor oriented towards the #1 tower on the cap, the distributor won't go all the way back down. Bump the engine over a couple times (while pushing down a little) to align the distributor shaft with the oil pump shaft and it'll drop the rest of the way down. Put the clamp back on, but don't tighten it up. Just snug, so you can still turn the distributor by hand. Verify that the wires are on the plugs in the correct order. Going clockwise, after the #1 wire the next one on the cap should be #8 then 4 then 3 then 6 then 5 then 7 then 2. With everything reconnected, the engine should start if that was your problem. May have to turn the distributor a little while trying to start it. It'll be close, but not perfect. Once you get the engine running, put a timing light on and set it for about 10 or 12 degrees BTDC. Your results may vary :)

My '91 Capri had the same problem. It turned out to be a problem with something I had never heard of before. It's called a stator. I believe it is located in or near the distributor, and replacement fixed my problem.

Where does position 1 wire on distributor for 3.1 start?

Easiest way to find it is to set #1 piston at TDC, remove the distributor cap and see where the rotor is pointing. It should be pointing to position #1 in relation to the distributor cap.
