RH LOWER DASH PANEL
The computer or ECU for the 1989 Honda Civic DX is under a metal kick plate under the carpeting on the firewall of the passenger side of the car. If you are looking for the LED to read error codes, there is a hole in the kick plate that will allow you to read the error codes without removing it.

∙ 15y agoIf it's like most Hondas around this year, it's located under the carpet of the floor, under the passenger side, where the passenger rests his feet. Just pull the carpet back.
Try moving the driver's all the way forward. Look behind the seat, Voila! the ECU. Open little tab & there is the LED .
