Thomas Jefferson was the US president in 1803. Unknown Jefferson, the huge expanse of territory north and northwest of New Orleans had secretly been ceded by Spain to France. Previously, France had given this territory to Spain forty years ago. Napoleon was anticipating a European war with Great Britain and believed the sale of the territory known as the Louisiana Territory plus New Orleans to the US would be a good idea. Napoleon knew he could not protect New Orleans from the British navy and would rather have the US own it. More than likely, the US could better defend New Orleans and the vast territory that stretched from that city deeply northwest into unexplored territory. The US minister to France was Robert Livingston who negotiated the purchase with the finance minister, Barbe'-Marbois. The asking price was $25 million. This was then lowered to $15 million. The deal was sealed with the help of James Monroe.
On July 4, 1803, Jefferson announced that the deal was done and at less than 4 cents an acre, the US almost doubled in size.
