It is pretty simple to remove the door panel. First remove the one screw on the inside door latch. Now being most of the mazdas have crank windows there is a horse shoe pin behind the window crank just push the upholestry back and you should see it use a small flat head screw driver to push it out and remove the window crank handle. Now the depending on wether you have the nice carpet style or vinyl it is held in place with plastic clips and just start at the top either side and use a small flat head screw driver or upholestry tool (auto zone,napa etc) and pry the panel outward and work around the panel to the remove it. Should only take 10 minutes to do this tops. Easy and access to the part you need to replace. To remove the arm rest on the door remove the 2 Phillips head screws before removing the panel,

Fuse? check your fuse box for the fuse indicated "horn" remove and replace if neccessary. if fuse is not the problem, check wiring to horn under the hood in the engine compartment.
