What do you mean by running lights?? If it is the brake lights you are talking about, it may be the brake switch. this switch is on the brake pedal and makes the lightrs come on when you press the pedal. if you look to the very top of your brake pedal you should see this switch and a wire connected to it.(You may have to remove some of the trim, you may not. Those systems you mentioned will work normally with the engine off, if you are saying that you cannot shut them off at all then the multi function switch for the lights is faulty or damaged.
