The filter is located behind the torque converter in the Lancer. Changing the filter is a long process and is recommended only if there is an issue with the transmission.
I have a 2002 lancer and I have had to change the transmission twice. when we went to change out the first transmission we were going to change the filter just to have fresh start and we ran into the same problem as you. We called a transmission company and we were told that you had to completely disassemble the transmission to get to it so generally u just dont change it. This was the dumbest thing ever but upon calling other companies it sadly seems to be the truth.

i have a lancer 2004 and my mechanic recommends I change it every 6 months and that timeframe makes sense if you want to keep the life of the transmissions longer because CVT transmissions in Lancers are sometimes troublesome if you dont maintain it
To change the cigarette lighter on the 2002 Mitsubishi Lancer Es, simply refer to your manual.
Change it every 60,000 miles.
