The drain plug on my 06 vinson is 17mm, I would guess they haven't changed since 03. Hope this helps.
Look at the rear of the engine block and you will see it. (You have to be under the vehicle.)

On the oil pan. On an 03 Expy (though it should be about the same for all Expys), locate the drive shaft. Follow it forward to the transmission. In front of the transmission should be the oil pan, a big, black tub looking thing with a bolt on the bottom of it. That is the oil drain plug. A 5/8 ratchet takes it off.
I have a sportster and it doesn't have a drain plug. It has a drain hose that is located under the engine and is connected to the rear pipe mount on a stud with a small hose clamp. Loosen the hose clamp and just pull the hose off the stud and the oil will drain. Don't forget when replacing the oil to put about 4 oz into the filter before putting it on and make sure the oil starts to come out of the drain hose before reconnecting it to the stud or the oil will get vacumed similar to vapor lock. Hope this helps.
5.5 Quarts with filter change.
In the '03 Owner's manual, a rather poor picture shows the oil drain bolt at the bottom right rear of the engine; it's axis is parallel to the ground, fore and aft. If the picture is correct "Engine Oil" label is cast into the bottom casting at the bolt. Directions are to run engine to normal temperature; lift hood, remove engine oil fill cap. Remove drain bolt and washer from the bottom of the engine. Remove the oil filter and let the remaining oil drain; a special wrench is needed for the filter. (I'd guess a normal oil filter wrench will work. )
Inside transmission pan. Drain oil,remove pan and you will see it.
