The throttle actuator on a 2006 Lincoln LS is a critical component of the vehicle's electronic throttle control system. It regulates the airflow into the engine by adjusting the throttle plate position based on input from the accelerator pedal and engine management system. If the engine is revving up, then the transmission is having problems. If the engine is not revving, then check the linkage from the accelerator to the throttle body.
EPC means Electronic Pedal Control. Fly-by-wire for your gas pedal--instead of a mechanical cable that pulls an accelerator linkage on the engine, there's an electronic device on the gas pedal, an electronic device on the throttle body and a wire between them.
It is on because the engine computer has detected a malfunction with the electronic throttle control system.
Open your hood and have someone press and release the accelerator pedal while you look for movement at the end of one of the cables on the top of the engine. That is the throttle.

The throttle position sensor tells the engine control module what you are doing with the throttle as you drive. If you let your foot off of the accelerator pedal the throttle position sensor sends that information to the engine control module and the engine will receive less fuel and it will lose rpm.
A 1999 Dakota does not have an APPS. It uses a TPS (throttle position sensor). The APPS (accelerator pedal position sensor) is only used on electronic throttle equipped vehicles. (2007? and later) The APPS is usually part of the accelerator pedal itself. The tps on a 1999 is on the throttle body on top of the engine, opposite of where the cables hook on.

It is part of the assembly on the engine that the throttle cables attach to. It is also called an APPS, accelerator pedal position sensor.
Wide open throttle (WOT) is a term used for any engine when the accelerator is held to the floor and the throttle plate(s) are wide open.
