Are you sure the rotors are chrome. If they are chrome plated, the plating WILL wear off. They may be made of a Chrome Moly steel.....which is typical for rotors because of it's strength.
If the rotors are worn too thin, they could snap apart while braking, leaving you with no braking power at all.

this could be your brake rotors are warped. i had this problem and replaced the rotors and then it was fine.
Remove wheels Remove caliper mounting bolts Slide caliper off rotor Disengage parking brake to remove rear rotors Rotor should slide off hub (if peel off type) Use a rubber mallet if any corrosion is binding rotor If not bearings have to be removed (write back for procedure)
If you notice shaking as you apply the brakes this is generally caused by warped brake rotors. This happens as the brake rotors wears. Sometimes people take shortcuts by just replacing the brake pads and machining the rotors but as the rotor becomes thinner it cannot absorb the high heat that they operate in. Most likely this is the problem.

I would guess it probably happens when your stopping from a higher rate of speed. The extra stress on the rotors overheat them, temporarily warping them. Replace them if so. IF IT ONLY HAPPENS WHEN YOU BRAKE HARD IT MEANS THE ABS IS KICKING IN AND IF IT HAPPENS DURRING LIGHT BRAKEING IT MEANS THE ASB MODULE MIGHT BE GOING UP $$$$$
