Well a few things to consider, physical development, location where you live and mental development.

Physical Development: If you are not developed enough, many be a little over weight these can be factors that would dictate you should wait till you are a little older before getting the piercing. Placement depends on the abdomen having a good shape to support the correct placement for the jewellery. Being slightly over weight means that the tissue is not in the right place (no developed navel flap above the umbilical knot), last thing you want is a piercing that is going to migrate or reject due to poor piercing depth.

Where You Live: Many places have various regulations and age requirements for body piercing, so you need to check with you local studios to see what they have as far as age limits for specific piercings. Parental consent also is a requirement for any minors wishing to get a piercing, your parents will need to attend to sign documentation allowing you to get a piercing.

Mental Development: You need to understand that this is a serious request and with that request comes the responsibility to look after and maintain the piercing following the recommended aftercare provided to you in writing by your professional body piercer. Some younger clients just don't get it, they don't understand that they need to look after the piercing and keep there grubby fingers out and away from the piercing. This is mental development, if you can't pay attention and follow instructions then maybe you should wait a couple more years to get that piercing you want. Last thing you want to do is get a piercing, ignore it or abuse it and wind up with a mess that you just can't seem to leave alone.
