What does mean when your eye jumps?

Here's a fun little trick you can try next time you're on a car trip (not while you're driving, and not with the driver): Have someone else look out the window at the side of the road. Watch their eyes.

That person will probably be entirely unaware that their eyes are "jiggling" back and forth. Just to convince yourself, you do it and have them watch your eyes. They'll tell you the same thing.

It's perfectly normal for your eyes to do this. If you meant something else, you should perhaps see a physician, because we can't tell what you mean.
