We actually can not tell this because Robert Hooke was the first to observe any cell in general (although the cell he observed was dead) but we do not know what cell, so he could have been the first that we know of. Theodor Schwann helped concluded all animals contain cells and could have been the first to observe a live animal cell.

The discovery of the cell is the key event that led to our understanding of life. It is instructive to trace
the development of this concept starting with Robert Hooke's view of the cell as a nondescript 'box' in the late 1600s.
Centuries later, the cell was treated as a "bag of enzymes"; later still, the organelles were discovered one-by-one; then came Lynn Margulis's hypothesis that the eukaryotic cell arose as a colony of symbiotic organisms.
With every passing decade, our conception of the cell becomes more complex. Advances in medicine depend upon a deep understanding of cells, cell receptors, enzymes, and organelles. For example, many clinical tests quantify proteins, nucleic acids, metabolic intermediates, and blood cells.
But three scientists are usually given credit for its development: Matthias Schleiden, Theodor Schwann, and Rudolf Virchow.
Robert Hooke was the first person to identify cells. In fact, he coined the term "cell" after seeing them!
