Flowering plants produce seeds from ovules after pollination and fertilization. Insufficient compatible pollengrains on the stigma is one cause for not producing as many seeds. Sterility of gametes due to several factors may be another cause.
Best I can explain is , Probability. The more seeds a plant can produce, the greater chance there is for successful reproduction. Human reproduction is very similar in this instance, each male orgasm can release up to 14+ Million sperm cells at once, but it only needs one.
In a "nut shell" if you will, seeds have a slim chance of making it to germination, seedling, sapling much less into "adulthood". Conditions of the environment, competition from other plants fighting for the same soil, and chance of being eaten are the major factors as to why plants produce many more seeds than will ever become adults.
This is part of the struggle for existence of all organisms. Some organisms are R selected, they have many progeny, or many attempts to have progeny. Plants can not take care of their young and so try to have many saplings, bushes and the like. The seeds are cheap and nature treats them that way. Birds eat them, some blow away to places where they whither in the growth, Some grow to be food for insects and browsing animals and some burn in fire. Some just starve for lack of water, earth and other nutrients. So plants produce many more seeds than needed as many seeds will not survive to reproduce successfully.
