Positively charged objects is a charge that has more protons than electrons as apposed to a negative charged object which is a charge carried by more electrons than protons.

The previous answer was incorrect. Negative charges can be balanced out by positive charges. In this case, you may have a fluoride ion with 10 negative charges and 9 positive charges, so a total negative charge, and a neutral object, say a xenon atom, with 54 negative charges and 54 positive charges and a neutral charge.
