Adding Salt to water will lower its melting point by about 5 degrees Centigrade. When it is cold outside, you spread salt over the roads so that even if the water is at -3 degrees, it will won't freeze.

When the salt is dissolved in water, it dissociates into the water and one tries to freeze the water, the salt alters the crystal structure, essentially lowering the melting point so the ice doesnt melt at 0 degrees, it melts at several degrees below zero. The crystal structure changes from H2O to NaCl-nH2O (n=hydration)

The amount of salt does affect the rate of melting. Salt normally raises the boiling point thus reduces melting rate.
