Wrong. Basic molecular physics: more heat, more movement, more collisions between molecules and thus more reactions between them which equals faster dissolving, it has nothing to do with germs.
Hot water mostly doesn't have any affect on germs if its not at least 60oC (Pasteurization).
That said it doesn't really matter is it hot/cold, the same amount of detergent will dissolve in both, although in different times.
detergents work better because because of a fundamental rule in physics/chemistry. The higher the temperature the more heat(energy) there is in the solution(detergents), therefore each individual molecule in the solution has more energy. and like a child, if you give a child sugar its going to run round faster and do a lot more things. The detergents molecules move around faster and come into contact with their reactants(dirt molecules) more often and also have more energy at their disposal to use up in the reaction if there are any energy differences that need fixing beforehand. cold water means less energy and sluggish molecule movements, that's why you cant get perfect zero temperature, because that would mean nothing would exist there because energy and matter are both the same thing just in different tangible forms.
