It's a physical change.

It's a chemical change. The concrete hardens through a chemical reaction called hydration :)

Its a physical change. The Chemical change already happened when the water was added. The concrete powder became hydrated turning it into usable concrete.

Mixing cement is both a physical and chemical change, since you add "ingredients" including water to make a thick mixture. Think of taking ice cream, sliced bananas and milk to make a banana milkshake... same process to make a thickened "solution". Laying cement and letting it completely dry is primarily a physical change.

The curing of cement is a chemical change, bonds are formed between molecules - you can detect this by the heat being released.
