A polar bond is a type of bond in which the electrons of two atoms are unequally shared and has a difference in electronegativity between 0.4 and 2.0. The difference in electronegativity of two non-polar atoms falls less than 0.4.

well its both... the oxygen part is polar because it holds the shared electrons from the covalent bonds longer. the hydrogen part is non-polar for the same reason. this gives water some unique properties such as cohesion, adhesion, and the ability of being the universal solvent

A non polar bond exists when the electrons are evenly distributed: generally, this is between 2 of the same atoms. Think H2, O2, F2, etc. They are both 'pulling' the electrons with the same force.

A polar bond exists when one atom draws on the electrons more heavily. This results on one side of the bond being delta (or slightly) positive, while the other is delta negative.

You can estimate a bonds polarity by examining its atoms. If one is very electronegative (such as F, N, C, O), then it will more than likely be polar (H2O, for example). The O atom is sucking up all of the electrons, meaning it is gaining a negative charge, while the H are losing them, making them positive.

Bonds that share electrons are called 'covalent' and could be polar or nonpolar; the sharing in itself does not define well enough to decide.

If the electrons are shared evenly, then the bond is nonpolar. If the electrons are skewed to, or more often on, one side of the bond then it is polar.
