If the water is actively boiling, it is never more than 100 degrees Celsius (212°F).

When water is not boiling (because of pressure or lack of nucleation points), it can become hotter than 100°C, a process known as superheating.

Assuming it is still being heated, the all water would evaporate. This means that the water will turn to water vapour or steam and rise upwards. This happens when the water temperature reaches 100°C or higher. There is no set time limit on how quickly this happens. It depends on many things, such as the amount of water being boiled and what the temperature of the water is. If steam is kept in an airtight container at less then 100°C, It will condense, returning to it's liquid state. This is what happens when you breath on a mirror or window. The water vapour in your breath condenses on the surface, and turns into water.

The water would evaporate entirely away, and the bottom of the kettle would probably melt and a hole appear.
