In order to drive it legally without a CDL, it would have to fall under an FMCSR exemption, such as:

  • Recreational vehicles. Registered as RVs, and used solely for non-commercial, private use. There might be criteria in place for registering a vehicle as an RV which may not make this feasible, although tow units to pull fifth wheel campers are commonly registered as such, so it's probably your best option.
  • Military vehicles, when operated by military personnel in the course of their duties. You won't fall under this exemption.
  • Farm vehicles, when registered as farm vehicles, operated within a 150 road/100 air mile radius of the farm, operated solely for the purposes of that farm, and operated by the farmer, immediate family members, or direct employees of the farmer.
  • Emergency vehicles, operated by emergency services personnel in the course of their duties. You won't fall under this exemption, either.

So, either you would need to register it as an RV or farm vehicle. Otherwise, you'd need a CDL.
