It's not true. You can use a dynamic ip address to use remote desktop! Problem with dynamic ip addresses is that it can be changed any time, and you will not able to connect to your PC. The best way is to use full computer name. It does not depend on ip address.

It is important for this computer to have a static IP Address so that you can connect to it whenever it is available to remote to. If it does not have a static IP Address, the IP Address will randomize every time the machine is rebooted.
