Your dimmer switch is either set to minimum intensity or malfunctioning.
The running lights have a bad ground.
A bad ground wire will cause dim headlights, or will cause lights not to work.
I have same issue ill start the car and parts of my clusterlights are dark but will randomly brighten once it feels like it headlights do the same thing also my right blinker stops working randomly

it would be under the hood in the fuse box .. or under your feet on the drivers side in the fuse box u will have to get under their and look

If you are looking to purchase a used Honda Civic VTi, a good place to start would be with used car dealerships. Any Honda dealership would have new Honda Civic VTis available. If they didn't, they could order one in for you.

Answer All electrical power for the car is produced by the alternator: the battery only provides the current to start the car and is a backup when the alternator quits doing it's job. If you have a power problem to the headlights, it is usually the fuses or burned out bulbs. First check the fuses. The owners manual will tell you where they are, usually under the hood or dashboard. In the 90 Honda Civic there is one in both places. Fuse location is on a label on the lid for the fusebox. If the fuses are good, check for current at the headlights with the lights turned on. If there is current, the lights are bad. If there isn't and the fuses are good, It may be the headlight switch or a bad connection. At this point, I would take it to a mechanic.
