The wire has to have a very good connection, for instance I can plug my charger into my laptop and my laptop doesn't recognize that it is plugged in, If I don't have a can of compressed air then I blow in the end of my charger and blow in the computer where I plug the charger into and sometimes that works but keep in mind you have to blow pretty hard, compressed air works better. I guess that the dust can keep the cable from getting a connection. Or your cables could be bad.
It seems as though you are nut plugging in your iPod Touch properly. An iPod Touch will not lose battery power while plugged in. Either that or you are plugging it in with a faulty cable.

The Ipod touch is done charging when the green battery on screen while it is plugged in if completely filled with green
ofcouse as you play ipod music or transfer music from ipod to computer or itunes it will dry battery to recharge ur ipod you need a battery or cable to connect usb port or computer.
I would imagine it means there is no battery power left. Recharge your battery.
When the songs were erased from your Ipod, you can never get it back, maybe you have plugged in your iPod to other PC/laptop that has itunes. You should connect your iPod only to the PC where you have installed your own itunes.

when u buy ipod nano it has a usb wire in it . your connect it to your computer and other side in the ipod nano and then it will automatically start charging! :)
