Water is much denser than air.

Gravity brings everything down. That is why oxgengets thinner as you travel farther from the ground.Evaporation sometimes makes waterturn to steam, which is why you sometimes feel like the air is damp.

Water droplets like to stick together, and are to heavy to 'fly away' when they do so. If you throw a handful of water in the air, some of it will actually turn into vapor and 'fly,' but it is too small and insignificant to be seen by the human eye.
