It called for movements of the arms and legs in specific ways in response to changing rhythms and pitches. The initial aim was to encourage a physical response to music in the young, in the hope that it would educate them musically. During the early part of the century, the eagle represented Russia to the Japanese. Obviously, the image of the eagle also represented the US, so two of the biggest enemies of Japan in the 30s and early 40s were represented by the eagle. The "Russian style" double-headed eagle is regarded in Japan nowadays as a symbol of Japan's statehood. I discovered such a double-headed eagle emblem on an elementary school traffic contest award.
